U.S. agriculture is undergoing a tidal wave of change in its structure. A shift to supply chains and away from commodities and commodity markets is the hallmark of this new wave. The new agriculture of the 21st century will bring with it a new geography that may be nothing short of a revolution for rural America. Supply chains will tend to concentrate activity geographically and change the local economic dynamic where they do locate. Finally, the tide of change in agriculture's structure means a whole new slate of policy issues. Concentration, market access, and the delivery mechanism for government support all become bigger concerns with supply chains. But perhaps the biggest policy challenge looming ahead is addressing rural America's economic... |

The paper describes the main tendencies and perspectives of development of rural areas in Ukraine. It emphasizes that the key reason of existing socio-economic issues in rural regions is the absence of well-defined rural development policy. Thus, it is necessary for Ukraine to implement long-term rural policy, as it takes place in countries of the European Union. Rural development should be based on the territorial approach. The special attention should be paid to the creation of local action groups. Hence, it is essential to introduce a program, similar to the LEADER initiative, to use local possibilities, and to implement the bottom-up approach for the solution of rural issues. Also, special strategies should be developed to expand non-farm rural... |

Since 1999, Scotland has (re)gained a considerable degree of political independence from the rest of the UK, and a minority nationalist government since 2007 has determined a strong general policy agenda, including ambitious climate change commitments. This new political framework is being exploited in various ways as regards agricultural and rural policy. Recent developments in Scottish agricultural and rural policy (e.g. implementation of the CAP’s Pillars 1 and 2, especially the latter’s “Rural Priorities” scheme, and “land reform”) and its governance (public administration and private involvement) are described, with conclusions about the implications of devolution. |

A modified version of a system dynamics model constructed for an EU-wide case-study project (TOPMARD) using STELLA software was used to simulate the effects of a number of development scenarios for a remote rural area in Northern Scotland, i.e. Caithness & Sutherland, which is characterised by multifunctional agriculture. In this paper, the context of the modelling work in policy and socioeconomic terms is first described. This is followed by the specification of the model and of the modelling scenarios, one of which relates to the “decommissioning” (run-down) of a major industrial site (Dounreay) within the area. The modelling results are discussed, in terms of regional population, land use, economic and other terms, from 2001 to 2015/2031. Finally,... |

Rural development policy in North America has moved from a position of national importance to one of marginality as Canada and the United States grew. While rural policy and agricultural policy are no longer synonymous there is no firm consensus on what national governments should play. While national governments can operate effective commodity based policy they are less capable of managing people based policies and quite weak in operating place based policy. However as rural communities evolve in a variety of ways, it is the latter two types of policy that are most useful. Moreover social change has resulted in broad public policy being more concerned with the “ecological function” of rural areas and less concerned with the economic and social well-being... |
