A NEW STRUCTURE FOR AGRICULTURE: A REVOLUTION FOR RURAL AMERICA AgEcon
Drabenstott, Mark.
U.S. agriculture is undergoing a tidal wave of change in its structure. A shift to supply chains and away from commodities and commodity markets is the hallmark of this new wave. The new agriculture of the 21st century will bring with it a new geography that may be nothing short of a revolution for rural America. Supply chains will tend to concentrate activity geographically and change the local economic dynamic where they do locate. Finally, the tide of change in agriculture's structure means a whole new slate of policy issues. Concentration, market access, and the delivery mechanism for government support all become bigger concerns with supply chains. But perhaps the biggest policy challenge looming ahead is addressing rural America's economic...

Agro-food chain: an innovative paradigm for food and rural policy analysis and agro-food chain segments’ systemic performance at regional level AgEcon
Samoggia, Antonella; Maccani, Paola; Marchi, Alan.
The food chain concept is an increasingly common theoretical instrument for food and rural development policy and many countries adopt the so-called “new rural paradigm”, so to integrate different sectoral policies. This paper aims at adopting the food chain paradigm in order to analyse the regional agro-food system and to sustain the design and delivery of consistent inter-sectoral policies. It adopts the netchain concept (Lazzarini et al, 2001) and the theory of governance patterns in global value chains (Gereffi et al, 2005). Results show this innovative approach contributes to better understand and stimulate economic performance of the whole agro-food network.

Changes in rural areas of Ukraine: problems and opportunities AgEcon
Moroz, Serhiy Mykolayovych.
The paper describes the main tendencies and perspectives of development of rural areas in Ukraine. It emphasizes that the key reason of existing socio-economic issues in rural regions is the absence of well-defined rural development policy. Thus, it is necessary for Ukraine to implement long-term rural policy, as it takes place in countries of the European Union. Rural development should be based on the territorial approach. The special attention should be paid to the creation of local action groups. Hence, it is essential to introduce a program, similar to the LEADER initiative, to use local possibilities, and to implement the bottom-up approach for the solution of rural issues. Also, special strategies should be developed to expand non-farm rural...

Cisterna: água de chuva para consumo humano. Infoteca-e

Devolution and delivery: recent rural policy-making in Scotland AgEcon
Thomson, Kenneth J..
Since 1999, Scotland has (re)gained a considerable degree of political independence from the rest of the UK, and a minority nationalist government since 2007 has determined a strong general policy agenda, including ambitious climate change commitments. This new political framework is being exploited in various ways as regards agricultural and rural policy. Recent developments in Scottish agricultural and rural policy (e.g. implementation of the CAP’s Pillars 1 and 2, especially the latter’s “Rural Priorities” scheme, and “land reform”) and its governance (public administration and private involvement) are described, with conclusions about the implications of devolution.

Food Chain Concept in Food and Rural Policy AgEcon
Bertazzoli, Aldo; Ghelfi, Rino; Rivaroli, Sergio; Samoggia, Antonella.
Food chain concept was firstly used as a private sector concept applied in order to optimise chain organisation and to create value along the chain. It is now becoming an approach to understand relations within a socio-economic area, both for economic and production aims and to gain a territorial and rural development perspective. Currently food chain policy is often the result of a negotiating process involving different socio-economic policy areas and many stakeholders. The objective of the present paper is to analyse the food chain concept in rural and food policy context, to explore its interconnections with other socio-economic policy areas, and to identify the main policy perspectives in which the concept of food chain was used. A significant number...

Modelling Policies for Multifunctional Agriculture and Rural Development in a Remote EU Region (Caithness & Sutherland, Scotland, UK) AgEcon
Bergmann, Holger; Thomson, Kenneth J..
A modified version of a system dynamics model constructed for an EU-wide case-study project (TOPMARD) using STELLA software was used to simulate the effects of a number of development scenarios for a remote rural area in Northern Scotland, i.e. Caithness & Sutherland, which is characterised by multifunctional agriculture. In this paper, the context of the modelling work in policy and socioeconomic terms is first described. This is followed by the specification of the model and of the modelling scenarios, one of which relates to the “decommissioning” (run-down) of a major industrial site (Dounreay) within the area. The modelling results are discussed, in terms of regional population, land use, economic and other terms, from 2001 to 2015/2031. Finally,...

Rural Development and the Declining Coherence of Rural Policy: An American and Canadian Perspective AgEcon
Freshwater, David.
Rural development policy in North America has moved from a position of national importance to one of marginality as Canada and the United States grew. While rural policy and agricultural policy are no longer synonymous there is no firm consensus on what national governments should play. While national governments can operate effective commodity based policy they are less capable of managing people based policies and quite weak in operating place based policy. However as rural communities evolve in a variety of ways, it is the latter two types of policy that are most useful. Moreover social change has resulted in broad public policy being more concerned with the “ecological function” of rural areas and less concerned with the economic and social well-being...
